Federal Funding for aircraft noise compatibility programs (e.g. noise treatment) is administered by the Federal Aviation Administration (FAA) via the Airport Improvement Program (AIP). Congress establishes annual funding levels for AIP including the noise program. The Airport and Airway Trust Fund provides the revenues used to fund AIP projects. The Trust Fund concept guarantees a stable funding source whereby users pay for the services they receive. In 1997, Congress enacted new taxes that fund the Trust Fund.
A portion of AIP funds are set-aside to achieve specified funding minimums. 35% of the discretionary fund is reserved for noise compatibility planning and implementing noise compatibility programs.
Programs eligible to be funded specifically by noise compatible funds include the planning and implementation of noise treatment programs such as the RSIP program at the Great Falls International Airport.
